Kate Rivera was hired by the City to complete a review of the KEYSPOT program and make recommendations for the future of the program. She worked with City staff, several key stakeholders, community based organizations, and others doing digital inclusion work to provide the City with a detailed report that documented the history of the program and several short and long-term recommendations.
